The NZ Transport Agency conducts post implementation reviews (PIRs) every year on a small sample of completed NZ Transport Agency-funded projects. Although PIRs are not drawn from a statistical sample of projects, they do allow the agency to compare the planned benefits and costs of a project with the actual outcomes achieved.
The Review Programme has three components, contract management reviews (CMR), lessons learnt reviews (LLR) and special purpose audits (SPA). The overarching objective of the review programme is to ensure that contracts placed through our HNO division are executed as specified in the contract documentation and that both the Transport Agency and our suppliers learn from the work we do together. We strongly believe that the reviews encourage improved delivery on behalf of our customers and foster a culture of learning and continuous improvement within the roading industry.
Contract management reviews (CMR) are aimed at providing information to NZ Transport Agency stakeholders, including customers, suppliers and partners, on our programme for the review of asset improvement and asset management contracts placed through our Highways and Network Operations (HNO) division.
Every quarter we carry out a survey of around 1000 people across New Zealand to determine how we are tracking against the promises we have made in our State Highway Asset Management Plan (SHAMP).
In the SHAMP we state our intentions in the areas of Safer Journeys, Efficient and Reliable Journeys and Social and Environmental Responsibility and our customers are asked questions about how our delivery is matching their expectations. We think this represents a good cross section of what Highways do.
Understanding our customers is an important first step in putting them first. However, we realised that with everything else happing in Highways, few would have the time to be reading through all the relevant reports. We therefore developed a small, easy to use on-line application to help visualise the data - the Highways Customer Survey Portal (external link) .
