Z19 State highway environmental and social responsibility standard

The purpose of the Z19 Environmental and social responsibility standard (ESR standard) is to provide information to Waka Kotahi NZ Transport Agency’s project managers and their teams on how and where to implement the Waka Kotahi environmental and social requirements in the inception and implementation of any highway work.

This is to ensure state highway projects comply with the environmental and social:

  • Legal requirements; and
  • Policies, plans, standards, specifications and guidelines.

A standard is a practical application of legal requirements within state highway activities. Standards must be achieved and are contractually binding. The ESR standard gives effect to the legal obligations of Waka Kotahi and ESR policy by ensuring that environmental and social matters are considered early and consistently in a state highway project. The standard includes a series of tasks to be completed at different phases of state highway work.

It is expected that these tasks will be reflected in contract documentation and that Project Managers and Maintenance Contract Managers will ensure all tasks are completed.
