The purpose of the Z19 State Highway environmental and social responsibility (ESR) standard [PDF, 64 KB] is to provide information to Transport Agency project managers and their teams on how and where to implement the Transport Agency's environmental and social requirements in the inception and implementation of any highway work.
This is to ensure state highway projects comply with the Transport Agency's environmental and social:
A Standard is a practical application of legal requirements within state highway activities. Standards must be achieved and are contractually binding. The ESR Standard gives effect to the Transport Agency's legal obligations and ESR Policy by ensuring that environmental and social matters are considered early and consistently in a state highway project. The Standard includes a series of tasks to be completed at different phases of state highway work.
It is expected that these tasks will be reflected in contract documentation and that Project Managers and Maintenance Contract Managers will ensure all tasks are completed.
Refer to the Z19 State highway environmental and social responsibility standard guidance note [PDF, 296 KB] for further explanations or phases.
