For contracts relating to the provision of professional services, Z19 State highway environmental and social responsibility standard (Z19) contains the minimum requirements relating to environmental and social responsibility professional services.

Requirements are outlined in the standard:

Specifications/principal requirements/minimum requirements

The following specifications shall be referenced in the project specifications (for traditional/measure and value contracts) or principal requirements (for design and construct contracts) or minimum requirements (for alliance contracts) in project documentation for construction of highway improvement projects:

These documents are to form the basis of the technical appendices in all RFPs. Interpretation of the content and general advice relating to the above specifications as they relate to any given project should be sought from the Environment and Urban Design team. Further guidance can also be found in the State highway construction contract proforma manual (SM031).
