The ITS S&S framework is a collection of repeatable processes and capability to support the creation of, and the ongoing maintenance of the intelligent transport systems (ITS) standards and specifications (S&S) documentation.

It provides an open and collaborative environment to develop best practice in the ITS industry and to ensure new or upgraded ITS S&S are easily accessible to all interested parties. It provides a way to manage duplication, ensure consistency, opportunities to give feedback and capture learnings to support continuous improvement.

The framework includes capability to:

  • Manage requests, queries and feedback
  • Review or retire an ITS S&S
  • Depart from a published ITS S&S
  • Manage standard drawings(external link)
  • Create or update an ITS S&S, as per the phases set out below.

  • Long description

    There are five framework phases in place to create or update an ITS S&S document: Generate, Consult, Approve, Ratify and Issue. The estimated timeframe for a document to complete its journey through the framework is eight months, with half of that in the Generate phase. In this phase the document is scoped, authored and reviewed internally and by an expert panel, to ensure it meets the requirements and outcomes. All feedback received from the reviewers is discussed and any resultant updates are made to the document. A wider group of industry experts then review the document in the Consult phase before it’s proofread, approved, ratified, and issued onto the Waka Kotahi website.

Outcomes

The ITS S&S framework and documentation will provide cost savings, efficiency and effectiveness by:

  • identifying and mitigating business risks across the national transport network project delivery lifecycles
  • providing certainty for Waka Kotahi business planners, project technical designers, procurement processes and functional project managers as well as ITS suppliers and consultants
  • supporting improved planning and insights to inform decision making for investment in future transport system solutions.

ITS S&S are a core contributor to the successful operation of the national transport network. The framework manages the performance, functionality and operational outcomes for the design, delivery and integration of ITS equipment and systems.

About our S&S documents

The standards and specifications provide assurance for delivery of solutions and the equipment and systems required to build and configure them. This breaks out into three key areas:

Design standards

Design assurance is delivered through a series of design standards. The standards ensure transport network level operational outcomes and design for safety, security and maintainability are accounted for in solutions being delivered to Waka Kotahi. Design standards address risks typically generated at the front-end of roading or infrastructure projects. Their objective is to ensure solutions address the correct operational need and solutions are fit for purpose.

Delivery specifications

Delivery assurance is managed through a series of delivery specifications which support procurement and systems integration. The key risks that specifications address are ensuring the correct equipment is being procured, that it will integrate with operational systems and will deliver the correct functionality and performance requirements.

Core requirements (standards and specifications)

Core standards outline common conditions and obligations and are applicable across all Waka Kotahi ITS design standards. Core specifications define common requirements and are applicable across all Waka Kotahi ITS delivery specifications. Their purpose is to provide clarity for each core subject area by managing duplication of common requirements within the design standards and delivery specifications.
