Clean Car Discount scheme financial reports

These financial reports provide an overview of Waka Kotahi NZ Transport Agency spending on the Clean Car Discount scheme. 

The reports are updated monthly, and the figures provided are calculated on an accrual basis (total amounts from when the scheme started on 1 July 2021 until the date of the report). 

The reports also include information on repayable Crown grants. These grants, and revenue from fees on high emission vehicles, help fund the Clean Car Discount scheme.

The Clean Car Discount scheme received a Crown grant when the scheme began, and after review of the financial sustainability it received an additional grant of $100 million in Budget 2023.

Financial report – monthly update

The table below details Waka Kotahi NZ Transport Agency expenditure, and crown grant allocations, on the Clean Car Discount scheme over the reported timeframe. All figures are reported on an accrual basis.

Notes:

• The total amount of rebates paid is $537.2 million.
• The total fees revenue used to pay rebates and admin is $269.3 million.
• The total Crown Grant used to pay rebates is $281.5 million.
• The amount of the original Crown Repayable grant was $301.4 million.
• The additional amount for the Crown Repayable grant was $100.0 million.
• The balance of the repayable grant outstanding is $119.9 million.
