Vehicle registration and licensing fees

Updated: 12 September 2014

Registration is the process where we add a vehicle’s details to the Motor Vehicle Register and issue its registration plates. Ordinarily, this is a one off process when the vehicle is first imported to New Zealand.

It is different from Vehicle licensing which is where you pay a regular fee to use your vehicle on public roads. The fee helps to pay for roading projects and road safety programmes. Your vehicle must be both registered and licensed for you to legally drive it on the road.

You can save time and money by completing some vehicle licence transactions online

On this page

The registration and licensing fees on this page include GST at 15 percent and may be subject to rounding, but exclude transaction administration fees (which are dependent on the payment method used).

Synthetic greenhouse gas levy

Owners of passenger vehicles and goods vehicles that contain a synthetic greenhouse gas (SGG) in the air conditioning unit are required to pay a synthetic greenhouse levy when their vehicle is registered.

The levy needs to be paid in addition to the registration fees above. The levy is collected by the NZ Transport Agency on behalf of the Environmental Protection Authority. The levy payable is shown in the table below.

Passenger Car/Van Current levy Levy from 1st January 2014
Small passenger vehicle (cars and vans with no more than nine seating positions including the driver) $4.06 $0.82
Medium bus (passenger vehicle with more than nine seating positions including the driver with a gross vehicle mass five tonne or less $5.41 $1.08
Large bus (passenger vehicle with more than nine seating positions including the driver with a gross vehicle mass over five tonne $27.04 $5.43
Goods vehicles
Small goods vehicles (vehicles constructed primarily for the carriage goods with a gross vehicle mass 3500kg or less $4.06 $0.82
Large goods vehicles (vehicles constructed primarily for the carriage of goods with a gross vehicle mass over 3500kg) $5.41 $1.08

These synthetic greenhouse gas levies on this page include GST at 15 percent and may be subject to rounding.

Vehicles that are entry certified (inspected to confirm they meet relevant safety standards) prior to 1 July 2013 but registered on or after this date are exempt from paying the levy because the necessary information regarding the gas content is not available.

For more information about these changes view our synthetic greenhouse gas levy questions and answers.
