Under the Land Transport Rule: Setting of Speed Limits 2022 (the Rule), the Director of Land Transport has the delegation to approve anomalies in speed limits and specific speed limit decisions made by road controlling authorities, as well as certify speed management plans.
Please note that some of the published interim speed management plans were developed under the old Rule, or across two different frameworks. Therefore, while these plans have been certified, the content requirements were not the same as those required for full speed management plans under the new Rule. The Certification template for a speed management plan, outlined in the Speed management guide: Road to Zero edition, provides a sample table to help summarise the content requirements for the first full speed management plans.
