Z Series – minimum standards

NZ Transport Agency Waka Kotahi (NZTA) – Z-Series of quality management specifications are now contract specific. The Z01 series replace the current NZTA Z01 standard for quality management plans. See the table of links to documents below.

NZTA has transitioned back to a Z Series specification for contractor minimum health, safety and wellbeing requirements. This updated specification replaces previous documents, including Z/5, Z/13, the Contractor health and safety expectations: Guidance for supply chain partners, and supersedes the Contractor Expectations – Incident Notification, Investigation and Reporting, with a single, clear and streamlined framework.

The new specification reflects current good practice and reinforces that health and safety is a shared responsibility. It strengthens NZTA’s role in leading and supporting contractors to work collaboratively and take ownership of managing risks across the supply chain.

Note:

The NZTA Z/1 - Standard for Quality Management Plans has been split into 6 contract specific quality management specifications, forming the Z01 series (Z/1A to Z/1 F)

NZTA Z05 – 2025 Specification – Health, safety and wellbeing contractor expectations will replace Z5, Z13, the Zero Harm portal the Contractor health and safety expectations: Guidance for supply chain partners, and supersedes the Contractor Expectations – Health and safety incident notification, investigation and reporting and all previous Zero Harm related health and safety minimum standards.

All other Z Series documents remain in effect.
