Stabilisation of pavement layers has a long history in New Zealand. Stabilisation is becoming more common as increasing traffic volumes and higher axle load limits are driving the need for pavements that are more robust than traditional unbound pavements. Equally in areas where top quality aggregates are hard to justify/find – these processes can provide economically viable alternatives. This specification applies to the in-situ stabilisation of granular pavement layers to produce a bound sub-base layer using cement or a blend of cement and lime.

M3 specification accompanying notes set out requirements for sub-base aggregate for use on state highways and other heavily trafficked roadways.
M3 is the reference or standard specification for sub-base aggregate for heavy duty use in flexible pavements.
This update to M3 provides for a range of material quality, or class, depending on pavement loadings. It also introduces a statistical process control approach for determining compliance with M3 particle size distribution requirements.
These notes provide guidance for engineers to aid in their decision to reject or accept a material proposed for use as basecourse or sub-bases used on state highways and other roadways constructed in accordance with TNZ B/3 Performance based specification for structural design and construction of flexible unbound pavements (provisional) (2000).
