We’ve simplified our approach to temporary traffic management (TTM) on the state highway network by transitioning from CoPTTM to the new risk-based approach outlined in the NZGTTM.
Working with our suppliers we’ve changed our contracts. From 1 October 2025 the NZGTTM is required to be applied to all maintenance and capital projects.
This is realising big benefits including improving safety for road workers and road users, reducing overuse of road cones and increasing the flexibility and productivity of work at worksites.
On 1 September 2025, NZTA started a 12-month trial to bring the Road Controlling Authority function of reviewing and approving Traffic Management Plans (TMPs) in-house.
The new RCA Temporary Traffic Management Centre (RTTMC), located at the Auckland Transport Operations Centre (ATOC), is a centre of excellence aimed at making the process more consistent, efficient and compliant to the new risk-based TTM approach.
A new team now co-ordinate, review and approve all requests to access the state highway network for works.

We’ve updated our state highway TTM assurance programme and made some important updates to our health, safety and wellbeing (HSW) contractor expectations.
From 1 October 2025, TTM must align with the NZGTTM for all NZTA projects and work on the state highway. The updated HSW contractor expectations standard reflects this, with clear requirements for TTM systems and processes.
