Managing change

It’s important you show you’re managing the change and its effect on your organisation’s risks well. That’s why the extra documents are required.

Some things that may help manage your change process:

  • A plan of what’s required.
  • A people plan – who’s responsible for what?
  • A quality assurance plan – how to confirm things are being done correctly.
  • Consultation and communication plan.
  • Suitable and sufficient risk assessment.
  • A log of concerns and issues.
  • Decision record.
  • A training plan – training and competency needs to be identified and met.
  • Aplan to check delivery.
  • A plan to monitor the effects of change.

We charge for the time spent on your safety case variation, so the more of these that you include in your change management process, the easier it will be to assess your application.

Testing changes before a safety case variation is approved

Sometimes rail activities are changed in stages, such as testing new rail vehicles before you start running regular operations. In these cases we encourage you to split the variations into phases.

By requesting an initial safety case variation to test a new rail vehicle in a controlled environment, you can do your risk assessment and management processes without having to do the whole change at once. This allows us to approve the variation and you can begin the testing.

When the testing is complete you can then do your risk assessment and change management processes for bringing the rail vehicles into service, and submit another application for a safety case variation that covers this part.
