Purpose

To seek the Board’s approval for funding the investigation of NZTA’s Tauriko Bypass project in the Bay of Plenty Region, noting that the project name is consistent with the project identified in the RLTP/NLTP and does not pre-determine the outcome of Investigation.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the investigation of the NZ Transport Agency’s Tauriko Bypass project at an estimated cost of $1.5 million and a funding assistance rate of 100% from N funds, subject to, as conditions subsequent:
    • I. the activity to be developed consistent with the SmartGrowth Strategy and Western Bay of Plenty Corridor and Strategic Roading Network Study;
    • II. a hold point at the macroscope confirmation to enable the NZTA Board to consider and endorse the preferred option and revised economic evaluation before lodgement of a Notice of Requirement; and
    • III. exploring opportunities for supplementary funding for the project and the documentation of these through an appropriate agreement that will also consider supplementary funding arrangements for SH29 covered under existing agreements;
  • b. notes that the total construction cost for the Tauriko Bypass project is estimated at $57 million, the 95th percentile cost is estimated at $74 million and the 5th percentile at $52 million;
  • c. notes that the reasons for this decision are as set out in the Reasons for recommendation section and that the profile for the activity has been assessed as HML;
  • d. requests that interim options to facilitate walking and cycling access to school be investigated and, if appropriate, implemented; and
  • e. agrees to take Board paper 10/03/0354 out of committee when the Board has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of High strategic fit, Medium effectiveness and Low economic efficiency.
  2. Funding for the Investigation phase of the Tauriko Bypass is warranted based on the funding profile of HML and the project’s contribution to the economic development and safety objectives of the LTMA. It will provide improvements for an identified high crash area and support economic development through its integration with local land use and improved freight movements on a strategic route.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
