Consistent condition data is important in the transport sector's approach to lifecycle asset management, benchmarking, performance management and investment decision making.

The Road Efficiency Group Te Ringa Maimoa (REG) is delivering the first phase of the Consistent Condition Data Collection (CCDC) project; sealed pavement surfacing data collection of all local authority roads.

The CCDC project is improving both local and national asset management planning and decision making by:

  • developing and implementing national data standards, specifications and methodologies to ensure consistent condition data collection, accuracy, processing and management.
  • continuing a national approach to data management and quality assurance to ensure consistency.
  • undertaking condition data collection of some assets on behalf of road controlling authorities (RCAs) to meet new requirements using modern international technologies.

RCAs are receiving their pavement condition data for asset management purposes and within their road asset management system for treatment selection. The CCDC project is funded 100% through the National Land Transport Fund 2024-27 so no council local share is required.

The CCDC project is a transformative step forward for the sector. These surveys provide roading teams with high-quality, nationally consistent data—enabling better, more informed decisions. The coordination at the national level greatly simplifies our council’s efforts in quality data acquisition and offers significant savings. We have started using this data to inform our forward work programming. I’m looking forward to receiving this data annually to support the best outcomes for my community.

Sealed roads Year 2  

All high class roads (primary collectors and above) will be re-surveyed, and a minimum of 50% of low class roads (secondary collectors and below) will be surveyed by the end of Year 2 (June 2026).

RCAs will be contacted by REG to confirm the survey plan in each area.

Co-Lab RIMU partnership

From Year 2, the CCDC project will be managed by Co-Lab RIMU (Road Infrastructure Measurement & Use) in partnership with REG. Co-Lab RIMU will be responsible for managing the CCDC collection contracts, as well as assuring data quality and standards are met.

This new CCDC delivery model will provide the sector with a dedicated data collection service, ensuring RCAs receive quality data to support smarter investment decisions for their networks.

Sealed roads Year 1

Between September 2024 and July 2025 over 74,000 lane-kilometres of local roads were surveyed, providing high-quality surface condition data to RCAs across the country.

All collected data went through a series of quality assurance tests and validation before it was delivered to each RCA’s AWM database. All network videos have been transferred to each RCA’s own Argonaut Roadrunner platform.

Quality assurance process

Following the completion of the surveys, data and videos are processed by the survey contractors before quality assurance checking. Once approved, data will be uploaded to the RCA’s AWM database.
