Purpose of trial

The purpose of this trial is to evaluate the effectiveness and safety of:

  1. alternative parking zone signs (differing from those specified in Schedule 1 of the Land Transport Rule: Traffic Control Devices (TCD Rule) and;
  2. fewer parking restriction signs than those required by clause 12.5(1) of the TCD Rule.

The location is an extensive residential area adjacent to Eden Park.  Two parking zones – Zone A and Zone B – are to be created with either Zone A or both Zone A and Zone B (determined by the anticipated attendance) applied temporarily for an Eden Park event.  The signs will be permanently mounted but displayed only for the periods necessary to implement the zone parking restriction.

The intention is to reduce the “visual clutter in the streetscape” by reducing the number of parking signs. The application noted that the number of signs required under the existing provisions of the TCD Rule exceeds 700 while approximately 300 are required for the trial layout.

Need for approval

The proposed form and meaning of zone parking signs and their installation frequency differ from the requirements of the TCD Rule.

Condition of installation

  1. Sign format and meaning: two sign formats are defined to cover the zone beginning or end and continuation (repeater signs).  While the form of these signs is largely consistent with the R6-56 and R6-57 signs in the TCD Rule there meaning differs. The signs define the beginning, end or continuation of the parking zone unless indicated otherwise by signs, markings or a specific ban on parking is described in Land Transport (Road User) Rule.
  2. Number of signs and markings:
    1. Zone parking restrictions: the zone parking is indicated by means of ‘Begins’ signs at each entry to the zone, ‘Ends’ signs at each departure and ‘continuation’ signs at intervals no more than 200m apart unless interrupted  by a different restriction when a continuation sign must appear after the different restriction.
    2. Different parking restrictions: Permanent parking restrictions that differ from the zone restriction (except no stopping restrictions which may be indicated by the standard dashed yellow markings) within the zone can be indicated with a single sign at one end of the restricted area provided the extent of each restricted area is indicated by means of white or yellow lines perpendicular and parallel to the kerb and the appropriate words or symbol marked on the surface; or, indicated by means of appropriate signs at each end and, if necessary, at intervals within the restriction.
    3. Temporary parking restrictions may be indicated by means of appropriate signs at each end and, if necessary, at intervals within the restriction.

Monitoring

Any enforcement issues will be monitored and resident feedback will be assessed following the first trial operation, scheduled for an event on 6 November 2010.  Further, similar, assessment will follow other events.

Results

A preliminary evaluation report will be available by 30 April 2011 and a final report before 31 October 2012.
