This page relates to the 2024–27 National Land Transport Programme.

Introduction

We (NZ Transport Agency Waka Kotahi (NZTA) as investor) may develop specific requirements to achieve ministerial expectations including:

  • measures to assess whether an approved organisation is making appropriate progress; and
  • self-assessment and reporting requirements to demonstrate the steps that an approved organisation has taken to meet relevant expectations.

Specific requirements

In accordance with the general terms and conditions of funding, NZTA has set specific requirements in relation to pothole repair, temporary traffic management and private share of public transport expenditure, and reporting in relation to the ministerial expectations applicable to approved organisations. These specific requirements are set out in the document below.

Reporting template

The template below is for use by approved organisations, to meet the ministerial reporting requirements. The due dates for 2026 are: 

  • Q2: 21 January 2026
  • Q3: 17 April 2026
  • Q4: 17 July 2026

Approved organisations are required to directly enter ratings and comments into the ministerial expectations activity in Transport Investment Online (TIO), rather than submitting the completed template.

Public transport authorities are required to upload their quarterly reporting using the template below to meet the ministerial reporting requirements relating to increasing private share of public transport. The due dates for 2026 are:

  • Q2: 21 January 2026
  • Q3: 17 April 2026
  • Q4: 17 July 2026

Public transport authorities are also required to provide their monthly and end of year public transport reporting in a secure Sharepoint directory for each PTA or email pt.reporting@nzta.govt.nz
