Introduction

This work category provides for contracted bus public transport services that are directly part of the service-level provision agreed between the Transport Agency and Approved Organisations consistent with the Regional Public Transport Plan (RPTP ) prepared in accordance with Part 5 of the Land Transport Management Act(external link).

This definition applies to the 2012-15 NLTP.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • •lanning and management of contracts and monitoring of services including the registration of commercial services
  • contracted bus services, including the costs to support the public transport operating model (PTOM) commercial services development
  • the maintenance, operation and renewal of trolley bus wires to an equivalent but current standard
  • concession payments for a concession fare determined through Section 9, procurement procedure 4 of the Transport Agency Procurement Manual made to eligible groups of public transport users who have particular characteristics warranting special consideration
  • operational planning and variations to existing contracted services , including:
    • frequency or service capacity variation(s) (within the limits set within the Transport Agency Procurement Manual)
    • vehicle comfort or accessibility or security systems (related specifically to on-vehicle operations only)
    • provision for people with disabilities or on-vehicle cycle and pram facilities
    • on-vehicle installation and operational costs associated with public transport technology where included as part of the service contract
  • new services provided these are included in the currently adopted RPTP or are trial services agreed to by the NZTA
  • the management costs and overheads associated with activities funded under this work category.

Other potential activities that are not in the above list of examples should be discussed with the Transport Agency for eligibility.

Exclusions

This work category excludes:

  • off-vehicle operational activities covered by Work category 514: Public transport facilities operation and maintenance;
  • costs associated with the development or management and operations of public transport technology external to the vehicle itself;
  • SuperGold card free off-peak travel scheme fare reimbursements, and;
  • the planning and design of services is part of the preparation of a Regional Public Transport Plan (this is funded through Work category 003: Activity management planning.

Funding assistance rate

The usual funding assistance rate is:

  • 50% of the Approved Organisation’s expenditure for providing the services.
