The Road Efficiency Group Te Ringa Maimoa provides Road Controlling Authority (RCA) performance reporting to help asset managers and decision makers understand transport value across a wide range of categories using metrics, ratings and scores.
Most of the data presented in the Transport Insights web portal is already available in various places across the sector, but is often hard to find, difficult to interpret and lacks meaningful insights.
The RCA performance measures present clear and comparable information on value and enable peer-to-peer comparisons and understanding of sector performance to support better asset management and investment decisions.
The Transport Insights performance dashboard provides a comprehensive view of how RCAs are performing annually across key areas such as road condition, safety, and overall transport programme delivery and service performance.
The dashboard consolidates essential metrics into a single view, making it easier for executives, managers and governors to monitor performance and make informed strategic decisions. It pulls together metrics that reflect not just how much is being spent but also how well that spending translates into the level of service, value for money and safety outcomes for road users.
In response to the Government Policy Statement on land transport 2024, new measures have been added to Transport Insights, including efficiency, effectiveness and value for money, as well as quarterly reporting for road maintenance delivery, temporary traffic management and pothole repairs.
Most category headline tiles drill down to more detailed information to give context and further insight into network specifics, such as population served, total roads and maintenance costs per kilometre. Later releases will include more annual results for each performance measure so users can drill-down and understand the RCA performance.

Since 2018, annual two-page reports for Road Controlling Authorities (RCAs) have been accessible through Transport Insights, offering a yearly snapshot of each RCA’s network performance.
The 2023/24 RCA annual reports are now published and available in the portal. These updated reports span 10 pages, providing deeper insights to help RCAs better understand and manage their networks.
REG regularly updates and adds new data to the performance reporting module. While the annual reports provide a useful snapshot and insights, RCAs can generate customised reports at any time via the Transport Insights web portal, ensuring access to the most current data.
To maintain an accurate view of performance, REG recommends sharing the Transport Insights performance dashboard directly, rather than relying on static annual PDF reports.
